Although it does not really give any hint to Mee Sum's history, this article does talk about some of the older Chinatown restaurants going back to the '30s.

The Chinese goes from right to left, so the sign is from the 1960s or before. It's not really a dimsum joint - those are the restaurants with the food in carts.
